12.3.3 Flat-Rate Fee-Based Public Access
When fee-based services are layered into the network, new requirements emerge. These
new requirements include the need to have billing systems that interact with the network
and that customer service representatives can access. The network now needs to be able to
limit users??™ bandwidth to ensure that each user gets the bandwidth for which they paid. The
network would need to be aware if a customer is active and has paid for their access.
In Figure 12.4, the Billing and Accounting system works with Steel Belted RADIUS
using industry standards. Steel Belted RADIUS will have all the information required to
setup the Multiservice Edge Router to grant access for the user.
12.3.4 Differentiated-Rate Fee-based Public Access
Customers may receive different charges for different levels of service. In this scenario, the
network operators need to ensure that users get the level of service for which they have
paid. The network now needs to be able to limit user??™s bandwidth usage in a variety of
ways, for example:
??? Users may be paying for unlimited usage;
??? Users may be limited to a peak information rate;

??? Users may be limited to a certain number of bytes of download per day (or week or
month);
??? Users may be guaranteed a minimum (committed) information rate or any of a number
of other QoS parameters.
